"Home-grown Players" rule and EU law

In this newsletter, Cruz Vilaça Advogados analyses Advocate General Maciej Szpunar's Opinion in case Royal Antwerp FootballClub (C-680/21) delivered on 9 March 2023. In force since the 2008/2009 season, the contested UEFA rules, known as ‘home-grown players’, require a minimum of players trained by the club in question or in the national football association to which that club belongs. The question that arises is whether that obligation amounts to an unjustified restriction to the free movement of workers under Article 45 of the Treaty on the Functioning of the EU.
